Senate Republican Leadership Releases Modified Better Care Reconciliation Act (BCRA)

Following the July recess, the Senate Republican Leadership released a modified Better Care Reconciliation Act (BCRA), containing a tweaked version of the widely-reported amendment by Senator Ted Cruz that would allow insurers to offer plans that are exempt from certain Affordable Care Act (ACA) requirements, e.g. essential benefits package, as long as they offer at least one plan that contains the ACA requirements. The bill also includes several billion dollars for opioid treatment and to enhance the stability fund that will help states reduce the cost of insurance premiums, among other changes. A vote on the BCRA has currently been postponed and it is unclear if the bill will garner enough votes to pass.
