CMS Delays Changes to E/M Codes in 2019 Fee Schedule

At the beginning of November, CMS released the final rule for the 2019 Medicare Physician Fee Schedule (MPFS). As a result of advocacy by AACE members and our colleagues in the medical community, CMS has decided not to move forward with its previous Evaluation and Management (E/M) coding and payment proposal.

For 2019 and 2020, CMS will continue the current coding and payment structure for E/M office visits and physicians should continue to use either the 1995 or 1997 E/M documentation guidelines to document office visits. CMS has proposed a modified plan for implementation in 2021, which will be further refined as they work with stakeholders on the issue and consider recommendations expected next year from an E/M work group convened by the AMA CPT and RUC.

In 2019, CMS is implementing E/M documentation changes that will reduce some administrative burdens for physicians, such as no longer having to re-enter information that is already included in a patient's medical records, nor having to document the medical necessity of a home visit in lieu of an office visit.
